Assignment Title: Agribusiness Management Specialist

The Government of the Commonwealth of Dominica has received financing from the World Bank
towards the cost of the Emergency Agricultural Livelihoods and Climate Resilience Project
(EALCRP) and intends to apply part of the proceeds to recruitment of an Agribusiness
Management Specialist.
Objective of Assignment
Provide specialized agribusiness development services to the Project Implementation Unit (PIU) of
the Emergency Agricultural Livelihoods and Climate Resilience Project (EALCRP) within the
framework of Subcomponent “Improved Market Access and Climate Resilience through
Promotion of Productive Alliance” to promote market opportunities for Producer Organizations
(POs).
Required Qualifications & Experience
Qualifications
- Master’s Degree in Business Management, Agribusiness; Agricultural Economics,
Agriculture Marketing, or related fields.
Overall professional experience
- Minimum 3 years of experience in Agribusiness/agricultural value chain development
- Proven experience in the implementation of agricultural, agribusiness and/or agricultural
value chain development fields, projects/programs
Specific professional experience
- Ability and demonstrated minimum 3 years’ experience in the formulation of business plans
and projects, preferably in the agri-food sector. -
Demonstrated minimum 3 years’ experience in agribusiness development with producers, cooperatives,
producer organizations and/or buyers at the local, national or export level,
preferably in the agri-food sector.
Core Competences
- Excellent communication (written and oral), reporting and presentation skills
- Excellent use of computer software such as MS Office
- Excellent organizing, negotiation, influencing and advisory/coaching skills

Expression of Interest
The Ministry of Agriculture, Fisheries, Blue and Green Economy now invites eligible Individuals to
indicate their interests to providing the services. Interested Individuals should provide
information demonstrating that they have the necessary qualifications and relevant experience
to perform the services.
The attention of interested Individuals is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of
the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017,
August 2018 and November 2020 setting forth the World Bank’s policy on Conflict of Interest. In
addition, please refer to the following specific information on conflict of interest related to this
assignment i.e., 3.17 (c) & (d) of the Procurement Regulation.
